It shall be the duty of the Manager to enforce the provisions of this title. For the purpose of securing enforcement thereof, the Manager and his or her duly authorized representatives shall have the right and are empowered to enter and inspect all hangars, buildings and equipment maintained at or operated from the airport. Upon such inspection, if the Manager or his or her representative finds any such hangar or other building or equipment or contents thereof to constitute a distinct hazard to life or property, it shall be his or her duty to notify the owner or lessee thereof, in writing, of such hazardous condition, setting forth such condition, and thereafter no person, whether as principal, agent, servant, employee or otherwise, shall operate or use any such hangar, building or equipment until the condition thereof has been remedied, so that the same is safe and has received the approval of the Manager. General guidelines derived from Army inspection reports will be used to determine what can and cannot be done or stored in the hangars.
