A reinspection fee may be assessed for the second and any subsequent reinspections when any of the following conditions exist:
(A) The item required to be inspected was not completed or required corrective measures;
(B) Any applicable plans were not readily available to the city’s Enforcement Officer at the time of the inspection; or
(C) The city’s Enforcement Officer was not provided with adequate access at the time of the inspection.
