Ordinances relating to appropriations, budgets, tax levies, tax rates, bond issues, annexations, elections, special taxes, franchises, grants and dedications, acquisitions, sales and exchanges of land, condemnations, establishments or street and curb grades, confirmation, changes and establishment of street names, opening, closing and abandonment of streets, establishment of setback lines and other matters of a special nature only are excluded from this code and are unaffected by the provisions of this code.
