1.04.020 Definitions.
   The following words and phrases, whenever used in this code, shall be construed as defined in this section unless from the context a different meaning is specifically defined and more particularly directed to the use of such words or phrases:
   (1)   "Business" includes businesses, professions, trades and occupations, any, all and every kind of calling.
   (2)   "City" means the City of Corona or the area within the territorial city limits of the City of Corona and such territory outside of this city over which the city has jurisdiction or control by virtue of any constitutional or charter provisions or any law.
   (3)   "City Accountant" or "Accountant" means the accountant of this city or such person as hereafter may, by law, be authorized to perform for the city the duties ordinarily incident to the office of an official accountant.
   (4)   "City Assessor" or "Assessor" means the assessor of this city or such person as hereafter may, by law, be authorized to perform for the city the duties ordinarily incident to a tax assessor.
   (5)   "City Attorney" or "Attorney" means the attorney of this city or such other official as hereafter may, by law, be designated as the official legal advisor of this city.
   (6)   "City Auditor" or "Auditor" means the auditor of this city or such person as hereafter may, by law, be authorized to perform for the city the duties ordinarily incident to the office of an official auditor.
   (7)   "City Clerk" or "Clerk" means the clerk of this city or such person as hereafter may, by law, be authorized to perform the duties now being performed by that official.
   (8)   "City Manager" or "Manager" means the manager of this city or his or her successor as chief executive officer of the city.
   (9)   "City seal" or "seal" means the corporate seal of the City of Corona.
   (10)   "City Tax Collector" or "Tax Collector" means the tax collector of this city or such person as hereafter may, by law, be authorized to perform for the city the duties ordinarily incident to the office of an official collector of taxes and licenses.
   (11)   "City Treasurer" or "Treasurer" means the treasurer of this city or such person as hereafter may, by law, be authorized to perform for the city the duties ordinarily incident to the office of an official treasurer.
   (12)   "Council" means the City Council of this city.
   (13)   "County" means the County of Riverside.
   (14)   "Development Services Division" shall be substituted for each and all of the following phrases and words, wherever the words and phrases are used in the city's code, and any amendments thereto: "Building Department," "Planning Department" and "Building Division."
   (15)   "Fiscal year" means the year commencing with July 1 and ending the following June 30.
   (16)   "Engage in" includes commence, engage in, carry on, conduct, maintain, manage or operate.
   (17)   “Gender” includes both the masculine and feminine genders.
   (18)   "Goods" include wares or merchandise.
   (19)   "License fee" includes any charge imposed for a license, whether the object be regulation or revenue, or both regulation and revenue.
   (20)   "May" is permissive.
   (21)   "Mayor" shall have the meaning, duties and obligations provided for in the California Government Code.
   (22)   "Mayor Pro Tempore" shall have the meaning, duties and obligations provided for in the California Government Code, and may be used interchangeably with the term "Vice-Mayor."
   (23)   "Oath" includes affirmation.
   (24)   "Office" means the use of the title of any officer or employee, or "office" means such officer, employee or office of the City of Corona unless otherwise specifically designated.
   (25)   "Operate" includes carry on, keep, conduct or maintain.
   (26)   "Owner," applied to a building or land, includes any part owner, joint owner, tenant, tenant in common or joint tenant of the whole or part of such building or land.
   (27)   "Part," as used in reference to contents of this code, means chapter.
   (28)   "Person" means any natural person, firm, association, joint venture, joint stock company, partnership, organization, club, company, corporation, business trust or the manager, lessee, agent, servant, officer or employee or any of them, except as otherwise provided in this code or where the context clearly requires a different meaning.
   (29)   "Principal planning and building official" shall be substituted for each and all of the following words and phrases, wherever the words and phrases are used in the city's code and any amendments thereto: "Building Official," "Chief Building Inspector," "Building and Housing Director," "Director of Building and Safety," "Director of Building," "Planning Director," "City's Director of Building and Safety," "Director of City's Building Department," "Building Director," "Chief Electrical Inspector" and "Plumbing Inspector."
   (30)   "Sale" includes any sale, exchange, barter or offer for sale.
   (31)   "Shall" and "must" are each mandatory.
   (32)   "State" means the State of California.
   (33)   "Street" includes all streets, highways, avenues, lanes, alleys, courts, places, squares, sidewalks, parkways, curbs or other public ways in this city which have been or may hereafter be dedicated and open to public use, or such other public property so designated in any law of this state.
   (34)   "Tenant or occupant" applied to a building or land includes any person who occupies the whole or part of such building or land, whether alone or with others.
   (35)   "Vice-Mayor" shall have the same meaning as the term "Mayor Pro Tempore" and the terms may be used interchangeably.
   (36)   "Vote, approval or consent," except as may be otherwise provided in connection therewith, the phrase "vote, approval or consent of the Council or other body" means the affirmative vote of a majority of those members present at a meeting having a quorum in attendance. Whenever the phrase refers to the members of the Council or other body rather than to the Council or body as such, the vote required shall be in relation to the total membership rather than to those members present at the meeting.
