Titles Two through Six of this Building and Housing Code, including the Residential Code of Ohio, as adopted in § 1420.01, and the National Electrical Code, as adopted in § 1426.01, shall be administered by the Manager, who is hereby designated as the Building Officer and who shall serve as such officer without additional pay, and by the Inspector in Charge of Buildings and the Inspector in Charge of Electrical Installations, who shall be selected as designated in §§ 1440.02 and 1440.03. The Manager and the Inspectors shall be known as the building officials.
The position of Inspector in Charge of Buildings is hereby established. The Inspector shall be appointed by the Manager. The Inspector shall receive for his or her services a sum which shall be an amount set by the Manager The Inspector shall serve at the pleasure of the Manager.

The position of Inspector in Charge of Electrical Installations is hereby established. The Manager shall designate a person or agency to serve as the Inspector in Charge of Electrical Installations and such Inspector shall serve at the Manager’s pleasure.

(a) The Columbiana Commercial Building Department is hereby established.
(b) The Department shall have full authority to enforce all laws, statutes and regulations as provided and authorized in the Ohio Revised Code and the Ohio Administrative Code pursuant to the certification approved by and certification rule adopted by the Ohio Board of Building Standards.
(c) The city does hereby adopt and approve the Commercial Fee Schedule set out in Exhibit A, which is attached to Ordinance 23-O-3189 and incorporated herein by reference as if set out in full, or as it may reasonably be modified, as the commercial fee schedule for the City of Columbiana Commercial Building Department.
