The building officials shall enforce all laws relating to the construction, alteration, removal and demolition of buildings and structures. The Building Officer, the Inspector in Charge of Buildings and the Inspector in Charge of Electrical Installation, in the discharge of their respective official duties and upon proper identification, shall have authority to enter any building, structure or premises at any reasonable hour.
