(a) The purpose of R-1 Districts is to accommodate residential development in areas which cannot be reasonably serviced by central water and/or sanitary sewer facilities and where the underground water supply or the soil conditions for septic tanks are inadequate to accommodate a higher density.
(b) The density for development of areas without sewers and/or water facilities is one through five acres per unit.
(c) It is also the purpose of R-1 Districts to provide for single-family residences at a density of two to four dwelling units per net acre in areas that are or may reasonably be expected to be provided with central sewer and water facilities. The stipulated densities are intended to provide for areas of suburban character in the community and to prevent excessive demands on sewerage and water systems, streets, schools and other community facilities.
