(a) A three percent (3%) surcharge shall be collected on all building permits issued pursuant to Sections 1311.051, 1311.06, 1311.09, 1311.10, 1311.11, 1323.01 and 1327.01 with the exception of permits issued for one-, two- and three-family dwellings. Such surcharge fees shall be remitted to the Ohio Board of Building Standards on a monthly basis or as otherwise prescribed by the Board of Building Standards.
(b) This section shall be in effect commencing July 5, 1993 through December 31, 1994.
