(a) No person shall construct, erect, place or use any outdoor sign, permanent window sign, or any outdoor advertising display without first obtaining a permit therefor from the Building Commissioner and paying a fee based on the aggregate area of the sign as follows:

(b) The provisions of subsection (a) hereof notwithstanding, no permit shall be required to erect any of the following signs when such signs are in full compliance with the provisions of the Zoning Code:
(1) A safety/security sign in a residential district.
(2) A nameplate (address) sign in any district.
(3) A temporary window sign.
(c) The permit fee shall be subject to surcharges set forth in Section 1311.052(b) of the Building Code in those cases where a person constructs, erects, places or uses any sign or advertising display without first obtaining a permit.
