The Community Relations Board shall nominate and the Mayor shall appoint an Executive Director who shall serve until removed by the Mayor with the concurrence of a majority of the Board. Upon nomination of the Executive Director, the Board shall appoint as its staff such technical and office personnel and assistants as it may deem necessary within the appropriation made available for such purpose. All such appointments, except one (1) assistant and one (1) secretary to the Executive Director, shall be made in conformity with the civil service provisions of the Charter.
