The Port and Harbor Commission shall make a comprehensive study of the plan and program for the development of the waterfront of the City and vicinity, and include in such study all the waterfront extending from and including Rocky River on the west, to and including Chagrin River on the east. The Commission shall reduce its finding and recommendations to writing and submit the same to the Mayor and shall accompany the same with an estimated budget of expenses necessary to be incurred in the development of such port and in the further work of the Commission. The Commission, with a view to exercising and conserving the rights conferred upon the City under RC 721.04, shall also have the power and duty to adopt rules and regulations, consistent with the provisions of RC 721.04, governing the erecting and placing of any building or structure of any kind or nature proposed to be erected or placed within the City between E. 9th and E. 72nd Street upon any land situated northerly of a line three hundred (300) feet distant southerly from the southerly curb line of the street commonly known as the Lakefront Road. The Commission shall also have the duty and power to examine and approve or disapprove any application and plans for the erection of any structure within the area aforesaid. The Commission shall make a written monthly report to the Mayor of the progress of the work done under this section.
