§ 153.03 Employment of Commission Members for Special Work
   (a)   The Port and Harbor Commission may employ one (1) or more of its members who, by reason of scientific or professional knowledge, may be especially qualified for the purpose, to do such engineering, landscaping, architectural and other professional work as may be authorized by such Commission, and when any member of the Commission has been so designated, the Board of Control shall then fix the compensation of such member of the Commission performing such special work.
   (b)   Whenever the City requires special engineering, legal, landscaping, architectural or other professional service, which the regular officers and employees of the City for any reason are not able to render, and a member of the Commission is particularly qualified to render such service, the Mayor, with the approval of the Board, may contract therefore with such member, and the latter may receive such compensation from the City as is provided in such contract. Such compensation shall be payable from the appropriation of the departments requiring such special services or from bonds issued for the improvement in connection with which such services are required.
