The Director of Public Safety may, upon application of the owner or proprietor, and upon the payment by the owner or proprietor to the City Treasurer of a biennial fee of seventy-five dollars ($75.00) for the first alley and twenty dollars ($20.00) for each additional alley in the same building, issue a permit for the operation of any bowling alleys, provided that the same shall be operated only between the hours of 8:00 a.m. and 2:00 a.m. of the next day.
