All billiard rooms shall be kept at all times in a clean, healthful and sanitary condition approved by the Inspector of Billiard Rooms, and the Director of Finance shall have the power to determine if such rooms are so kept. For such purpose he or she shall, when desired, have the assistance of the Commissioner of Building and the Commissioner of Health.
