When satisfied that the applicant is of good moral character, the Commissioner of Assessments and Licenses shall issue a license for the calendar year to the applicant to engage in the business of taking street action pictures of pedestrians, and shall furnish the applicant with a circular badge not less than two (2) inches in diameter which shall contain, in addition to the license number, such other information as the Commissioner deems necessary.
