Any person, firm or corporation desiring to engage in the business of taking street action pictures upon the sidewalks or streets of the City shall make application for a license to the Commissioner of Assessments and Licenses upon such forms as he or she may prescribe. Such application shall be accompanied by a fee of fifty dollars ($50.00) for each camera to be used.
