A license may be revoked by the Commissioner of Assessments and Licenses for a second violation, within the term of the license, of ordinances and laws applying to such license. The Commissioner, ten (10) days before such revocation, shall notify the licensee in writing of reasons for such proposed revocation and the licensee shall have the right of appeal therefrom in the manner stated in Section 679.05.
