The person, firm or corporation desiring to secure the license provided for in this chapter shall apply in writing to the Commissioner of Assessments and Licenses for a license and shall pay the license fee and tag cost hereinafter provided. Such application shall be in the form prescribed in this chapter and shall be filed at least ten (10) days prior to the time of granting such license.
