Any owner as defined in this chapter, or any owner, lessee, or person in possession or control of private property where an outdoor pay telephone is or has been located, who violated any part of this chapter shall be guilty of a misdemeanor and fined one hundred dollars ($100.00) for a first offense and five hundred dollars ($500.00) for a second or subsequent offense. Each day that a violation occurs or continues constitutes a separate offense.
