Every railroad company to which a permit has been issued to occupy or cross any street by its tracks, upon written notice from the Director of Public Service, pursuant to an ordinance or resolution of Council that such permit has been revoked, shall proceed within ten (10) days thereafter to undertake to remove such tracks. Upon failure to do so, the Director shall forthwith proceed with the removal of the tracks at the expense of the railroad company.
