All railroad companies occupying in whole or in part any street within the limits of the City, are required to clean all such streets so occupied at least three (3) times per year, or more often if required by the Director of Public Service. Upon failure of any railroad company to comply with this section, the Commissioner of Streets is hereby authorized to clean any street so occupied, at such company’s expense.
