Whenever a warning or protective device, such as electrically operated wig-wag or flash signals located at the crossing of any street by steam railway tracks in the City, is in operation, no person shall go or stand within ten (10) feet of the nearest rail of the tracks or ride, push, draw, back, lift, place or drive any horse, cart, vehicle, velocipede, bicycle, automobile or other vehicle within ten (10) feet of the nearest rail.
