§ 605.011 Inciting to Riot
   (a)   No person shall knowingly engage in conduct designed to incite another to commit the offense described in Section 605.01, Riot, when the following apply:
      (1)   The conduct takes place under circumstances that create a clear and present danger that the offense of riot will be committed;
      (2)    The conduct proximately results in the commission of the offense of riot.
   (b)   This section may apply by means, including but not limited, use of criminal tools as defined in Section 625.08.
   (c)   Whoever violates this section is guilty of inciting to riot, a misdemeanor of the first degree.
