Wherever a City mausoleum is combined in the same building with a chapel, a crematory or other facilities not solely required for the mausoleum, the Commissioner of Park Maintenance and Properties shall have power in determining the land and capital cost of such mausoleum to exclude such portion of the total cost of such entire building as may represent the cost of such crematory, chapel and other facilities not solely required for such mausoleum.
