The person to whom a certificate of purchase as an agreement to purchase has been issued or the successor in interest of such person, may transfer or assign such certificate or agreement, as to the whole or any portion of the lot described therein, subject in every case to the approval and consent of the Commissioner of Park Maintenance, which shall be recited in and endorsed upon the instrument evidencing such transfer, in form prescribed by the Director of Law, and no such transfer or assignment shall be valid unless so endorsed and unless approved by the Director.
