No certificate of purchase for any cemetery lot shall be issued until the price therefor is paid in full. Whenever any deferred payment on such price is in default for more than thirty (30) days, the entire amount unpaid shall at once become due, and unless the same is paid forthwith, the Commissioner of Park Maintenance and Properties shall cancel the agreement and tender to the purchaser a certificate of purchase for so many burial sites therein as the Commissioner shall determine to have been paid for in full.
