Certificates of purchase and agreements for purchase of cemetery lots, crypts and niches as provided for in this chapter shall be in the form prescribed by the Director of Law, and shall not be valid until approved by him or her in each case. Such form shall be sufficient to incorporate therein by reference or otherwise the provisions of all laws, ordinances and rules and regulations applicable in the premises, as the same shall be in effect at the time of the issuance of such certificate or agreement, or as thereafter amended or changed.
