Moneys received from the collection of the sewer rental charge authorized by this chapter shall be deposited daily with the City Treasurer who shall keep a separate and distinct fund and account to be known as the Sewer Rental Fund. When appropriated by Council such Fund shall be available for the payment of the cost of the management, maintenance, operation and repair of the sewage treatment and disposal works, and any surplus in such fund may be used for the enlargement or replacement of the same and for the payment of interest on any debt incurred for the construction of such sewage treatment and disposal works, and for the creation of a sinking fund for the payment of such debt.
