The Commissioner of Utilities Engineering shall administer and supervise the consolidated engineering services of the three (3) divisions of the Department of Public Utilities, including surveys, plans and supervision of construction; plans specifications and design of improvements; records and research and supervision and control of skilled workmen of construction and major maintenance within the Department. He or she shall perform such other and further duties as may from time to time be required of him or her by ordinance or by the Director of Public Utilities.
