§ 3111.03 Approvals and Appeals
   (a)   Approvals. Any material, product, assembly or method of construction not specifically provided for in OBBC involving work or buildings regulated by OBBC shall be submitted to the Ohio Board of Building Standards for evaluation and authorization as provided by OAC 4101:2-1-66 to 4101:2-1-70. Matters involving work or buildings not regulated by OBBC shall be submitted to the Cleveland Board of Building Standards and Building Appeals for evaluation and authorization.
   (b)   Appeals. Appeals involving enforcement of matters relative to work or buildings regulated by OBBC shall be submitted to the Ohio Board of Building Appeals for an adjudication hearing as provided by RC 3781.19. Appeals including enforcement of matters relating to work or buildings not regulated by OBBC and such further and additional regulations to OBBC as are enacted or supplemented by City ordinances, shall be submitted to the Cleveland Board of Building Standards and Building Appeals for hearing and decision. The Cleveland Board may approve, reverse or modify the order appealed from or may grant a variance which will not be contrary to the public interest where a literal enforcement of such provisions will result in unnecessary hardship.
