(a) The Ohio Basic Building Code as adopted herein applies to all buildings except as follows:
(1) Single-family, two (2) family and three (3) family dwelling houses which are not constructed of industrialized units, except where the context specifies mandatory applicability;
(2) Buildings owned by and used for a function of the United States government;
(3) Existing buildings where their location, parts, equipment and other items do not constitute a serious hazard;
(4) Buildings constructed in accordance with plans which have been approved prior to the effective date of the Ohio Basic Building Code adoption;
(5) Buildings or structures which are incident to the use for agricultural purposes of the land on which such buildings or structures are located, provided such buildings or structures are not used in the business of retail trade, as set forth in RC 3781.06 and 3781.061.
(6) Agricultural labor camps as defined in RC 3733.41; and
(7) Buildings or structures which are designed, constructed and maintained in accordance with Federal standards and regulations and are used for Federal and State military purposes as provided in OBBC.

(b) Notwithstanding subsection (a) hereof, the Ohio Basic Building Code shall apply to all nonindustrialized single-family, two (2) family and three (3) family dwelling houses except as specifically excluded or modified by provisions of this Building Code and except those provisions which by their nature are inapplicable.
