(a) No temporary reviewing stands shall be erected except under permit from the Commissioner and in accordance with plans and specifications approved by him or her.
(b) No temporary reviewing stand shall be placed upon public property without a permit from the Director of Public Service, and no such stand shall be so located when a charge is made for space in such stand by any person or persons other than a general committee having charge of a public demonstration.
(c) No temporary reviewing stand shall be erected upon public property so as to obstruct more than two-thirds (2/3) of the width between the curb line and the street line.
