The Director of Building and Housing is authorized to issue rules and regulations regarding the length of time following conviction of a felony that a person is prohibited from obtaining a Certificate of Registration or a Certificate of Qualification under this chapter. Any such rule or regulation shall be effective thirty (30) days after publication in the City Record.
