Where the only required sprinklers in a building are those installed in a basement or cellar, a flow valve which operates on audible alarm or transmits an alarm, as directed by the Fire Chief, shall be mandatory only when the total area so sprinklered exceeds seven thousand five hundred (7,500) square feet.
