(a) Whenever the height of a building exceeds six (6) stories or seventy-five (75) feet above grade level, an elevator manned by a competent person, or an automatic elevator, shall be available at all times to assist the Division of Fire in reaching any floor of the building.
(b) Whenever the construction of a building has progressed to a height of more than one hundred fifty (150) feet above grade level, at least one (1) elevator used for carrying passengers or workmen shall be kept in readiness at all times for use by the Division, and a competent person to operate the elevator shall be available at all times unless the elevator is equipped with such devices that it can be safely operated by the Division.
