§ 389.18 Buildings Under Construction
   (a)   Where standpipe systems are required, in buildings more than four (4) stories in height, the standpipe installations shall be made as the building is erected and shall be available for the use of the Division of Fire beginning at the time when the floor construction at the fourth floor level is in place. From that time on, the standpipe installation shall never be more than one (1) story behind the construction of floors at levels above the fourth floor level. The standpipe equipment so provided may be either the permanent equipment or a temporary installation, and may be used for water supply for construction operations.
   (b)   The systems erected for use during construction shall include at least one (1) Siamese connection installed in an accessible location facing a street and connected to the standpipe riser or to the cross-connection serving standpipe risers, and two and one-half (2-1/2) inch valved outlets at each story level. Only dry standpipes for Division use shall be required. First-aid hose and branch connections to first-aid hose shall not be required for use during construction. Caps shall be provided and maintained at all open ends of the systems, except only while extensions or connections are being attached, and systems shall be ready for use at all times.
   (c)   Stairs shall be erected at or adjacent to standpipe riser locations, or other approved means for access of firemen to standpipe outlets shall be provided.
