The Clerk of Council shall make the necessary arrangement to secure the services of a clergyman to offer prayer at the opening of each regular meeting of Council as provided by the rules of Council. He or she shall arrange for rotation in selection so as to give recognition to the various faiths and denominations represented in the membership of Council. He or she is authorized and directed to present to such clergyman by way of honorarium a stipend of twenty-five dollars ($25.00) for each regular meeting of Council.
