No land shall be used or occupied and no structure shall be designed, erected, altered, used or occupied except for the following uses:
(a) Accessory off-street parking garages located no closer than ten (10) feet to any adjacent residential building and providing entrances and exits so located as to minimize traffic congestion and the effect of headlights at night.
(b) Accessory off-street parking lots operated and maintained in accordance with the regulations set forth in this Zoning Code.
