§ 311.04 The Workable Program for Community Improvements
   (a)   The Workable Program for Community Improvements, adopted annually to meet the requirements for Federal assistance in financing community development projects in order to accomplish the purpose of community development, consists of:
      (1)   Adequate building and occupancy codes and ordinances;
      (2)   A comprehensive community plan including land use plans, zoning and subdivision plans for public improvements, thoroughfares, and community facilities;
      (3)   Neighborhood analysis to determine the location and extent of blight and recommendations for remedial action;
      (4)   Administrative organization to attack the problem of slums and blight community-wide;
      (5)   Financing of needed facilities, enforcement of codes and zoning and subdivision regulations and of needed trained personnel;
      (6)   Housing for displaced families; and
      (7)   Citizen participation in the program of eliminating slum blight.
   (b)   The essential planning, platting, zoning, building, housing, licensing and nuisance abatement regulations as well as the necessary procedures to promote a proper environment for adequate family life in the City are intended to be provided under the separate chapters of these Codified Ordinances.
