The Fire Commissioner, at the Fire Commissioner's discretion, may make or cause to be made an inspection of the contents and working condition of any fire extinguisher, and may promulgate such reasonable rules and regulations as the Fire Commissioner deems necessary or appropriate to carry out the purposes of the provisions of Sections 15-16-670 to 15-16-700, inclusive, and Sections 15-4-430 to 15-4-510, inclusive.
