7-24-210 Manufacture from cigar and cigarette stumps.
   It shall be unlawful for any person to manufacture any cigar or cigarette butt or stump, or the waste, unused, or unburned portion of any cigar, tobacco, or cigarette gathered in any public way or public place, in whole or in part into cigars, cigarettes, chewing or smoking tobacco, or snuff.
