7-24-200 Purchase of cigar and cigarette stumps.
   It shall be unlawful for any person to buy or receive for the purpose of disposing of the same for use in any form of manufactured tobacco, any cigar or cigarette butt or stump or the waste, unused, or unburned portion of any cigar, tobacco, or cigarette gathered from the public ways or public places in the city.
