Every telegraph company failing, after ten days' notice, to comply with any of the provisions of this chapter, shall be fined not less than $200.00 nor more than $500.00 for each offense; and each day that any such company shall continue in default in the payment of the fees herein prescribed, or the filing of the statement herein required, after said ten days' notice, shall constitute a separate and distinct offense.
