Nothing contained in this chapter shall be construed so as to in any manner affect the right of the city in the future to regulate the construction, maintenance, operation or location of any poles, wires, posts, piers, abutments, conduits, electrical conductors or other fixtures within its public ways and public places, it being intended to hereby reserve to the city the right to pass any ordinance which, under any expressed or implied police power, it possesses or may hereafter possess the power to enact.
The city further reserves the right to add to, modify or change at any time any of the amounts set forth as fees in this chapter.
