Every telegraph company which has complied with the aforesaid Act of Congress, and which is not by ordinance required to pay a percentage of its gross income annually to the city, shall pay to the city a fee of $30.00 for each new pole erected in any public way or other public place within the city, except when such new pole replaces an existing pole; and in addition a fee of $12.00 per annum for each and every telegraph pole used by it in the public ways or public places of the city, except that no annual fee shall be required to be paid for such poles upon which are carried wires owned or used by the city for any municipal purpose; and in addition an annual fee of $0.20 per wire for each street crossed by overhead wires owned or used by said telegraph companies and carried upon poles not located upon any public way or public place of the city but maintained by such telegraph companies upon railroad rights of way or private property within the city; and in addition an annual fee of $0.60 per wire for each street crossed by the wires strung over or upon houses or other buildings, except, however, that when such wires so strung on or over houses or buildings are in cables containing five or more wires, the annual fee shall be $0.20 per wire for each street crossed.
