(a) Any person who participates in or allows the erection, operation or maintenance of scaffolding in violation of this chapter shall be subject to a fine of not less than $1,000.00 and not more than $10,000.00 for each offense. The liability of an owner and operator shall be joint and several. Each day of a continuing violation shall constitute a separate and distinct offense.
(b) The building commissioner or his designee is authorized to order the immediate stoppage of all work conducted on scaffolding that is in violation of this chapter.
