Any day between the hours of 7:00 a.m. and 6:00 p.m., or in case of an emergency, the commissioner and his authorized agents shall have free and unobstructed access to any part of any premises where house drains, house sewers, sewer structures, cesspools or water closets are connected with or drain into any public sewer. Such access shall be limited to the following purposes: (1) inspecting the construction, condition and usage of any house drain, house sewer, sewer structures, cesspool or water closet; and (2) making necessary repairs or alterations to any house drain, house sewer, sewer structures, cesspool or water closet.

ARTICLE VI. ENFORCEMENT (11-16-270 et seq.)
In addition to any other penalties provided by this chapter, if any construction, alteration, repair or installation is done on any sewer or sewer structure in violation of any of the provisions of this Code, the department may issue a stop work order directing that such work cease and desist immediately.

Except as otherwise provided in this chapter, the commissioner may suspend or revoke any permit issued under this chapter, or deny the permit application of any person, if such person is adjudged by an administrative law officer or a court of competent jurisdiction to have committed three or more violations of this chapter, or any regulations promulgated thereunder, within any calendar year. No permit suspended or revoked pursuant to this section shall be reinstated until all code violations related to the suspension or revocation have been remedied and all assessed penalties and fees have been paid.
