11-16-220  Reinforced concrete sewer pipe.
   All reinforced concrete sewer pipe shall conform to the latest edition of the A.S.T.M.'s “Standard Specifications for Concrete Sewer Pipe” (Serial Designation: C-76-88).

11-16-230  Reinforced concrete culvert pipe.
   All reinforced concrete culvert pipe shall conform to the latest edition of the A.S.T.M.'s “Standard Specifications for Concrete Sewer Pipe” (Serial Designation: C-76-88).

ARTICLE V.  INSPECTIONS (11-16-240 et seq.)
11-16-240  Inspection – Required.
   Prior to the completion of any work on any drain pipe or sewer, and except as otherwise provided in this section, the department shall inspect the work to determine its compliance with the requirements of this Code, with all rules and regulations promulgated thereunder, and with all other applicable laws.
   It shall be unlawful for any person who constructs, repairs, adjusts, seals, cleans, lines, videotapes a main sewer, or installs any drain pipe, sewer or sewer structure to cover or otherwise complete any work on any drain pipe, sewer or sewer structure without first having requested and passed an inspection by the department; provided, however, that no inspection shall be required for rodding a drain pipe or sewer. If an inspection is not requested as required by this section, the department shall order the drain pipe, sewer or sewer structure to be uncovered so that a manual or closed circuit television inspection can be conducted by or in the presence of a department inspector.
   Any person who violates this section shall be fined $200.00 for the first offense and $1,000.00 for the second and any subsequent offense. Any licensed drain layer who violates this section three or more times within any calendar year shall have his license suspended or revoked in accordance with Section 4-28-140 of this Code.

11-16-250  Inspection – Fees.
   The commissioner shall cause inspections to be made as required by this chapter. All fees for such inspections shall be as set forth in this section; provided, however, that single family residences shall not be subject to an inspection fee under this chapter, nor shall any inspection fee be charged for rodding, repairing, cleaning or lining any building drain or building sewer, or for videotaping the public sewer.
   Inspection fees shall be charged as follows:
      Six-inch diameter and smaller, per foot.....$0.85
      Eight-inch diameter, per foot.....$1.00
      Ten-inch diameter, per foot.....$1.15
      12-inch diameter, per foot.....$1.30
      14-inch diameter, per foot.....$1.45
      15-inch diameter, per foot.....$1.60
      16-inch diameter, per foot.....$1.75
      18-inch diameter, per foot.....$1.90
      21-inch diameter, per foot.....$2.05
      24-inch diameter, per foot.....$2.20
      27-inch diameter, per foot.....$2.35
      30-inch diameter, per foot.....$2.50
      36-inch diameter, per foot.....$2.65
      42-inch diameter, per foot.....$2.80
      Manholes, each.....$22.00
      Catch basins, each.....$22.00
      Inlets, each.....$22.00
      Inspections during non-regular working hours, per hour, in addition to the above, determined pursuant to relevant provision(s) of applicable collective bargaining agreement
      Special inspection fee (per plant) required  by the United States Department of  Agriculture.....$150.00
      Paving contracts involving adjustments to sewer appurtenances, per mile of street paved (or fraction thereof).....$250.00
      Additional inspections required due deficiencies in work per mile (or fraction thereof).....$250.00

11-16-260  Inspections – Access required.
   Any day between the hours of 7:00 a.m. and 6:00 p.m., or in case of an emergency, the commissioner and his authorized agents shall have free and unobstructed access to any part of any premises where house drains, house sewers, sewer structures, cesspools or water closets are connected with or drain into any public sewer. Such access shall be limited to the following purposes: (1) inspecting the construction, condition and usage of any house drain, house sewer, sewer structures, cesspool or water closet; and (2) making necessary repairs or alterations to any house drain, house sewer, sewer structures, cesspool or water closet.
