No person shall drive upon, along, or across a street or highway or any part thereof which has been closed and posted with appropriate signs, while in the process of construction, reconstruction, or repair, by the authority having jurisdiction to close the highway.

No person shall operate or park on any highway any vehicle for the primary purpose of displaying advertising; however, in the case of public undertakings, or undertakings sponsored by charitable, benevolent, or religious organizations, the safety-service director shall be authorized to issue temporary permits for the advertising display on vehicles where no charge is made for the use of the vehicle. In granting any such permits, the safety-service director may impose such limitations and restrictions as may be conducive to the public welfare.

(A) No person other than a licensed hand peddler shall demonstrate, sell, or offer for sale any goods, wares, or merchandise from any vehicle, or from any box, basket, bag, or other container, upon the highways of the city, except in authorized market stands not closer than 20 feet to intersections elsewhere than at alleys. It shall be unlawful for any person other than a licensed peddler selling from a vehicle, to stand or go upon a roadway for the purpose of there demonstrating, selling, or offering for sale any goods, wares, newspapers, or merchandise, or of distributing or handing out handbills, cards, leaflets, samples of merchandise, or other similar items. It shall be unlawful for any person, whether licensed as a peddler or not, to demonstrate, sell, or offer for sale, upon any highway within a congested or closely built-up portion of the city, except at authorized market stands, any goods, wares, or merchandise, other than newspapers.
(B) Nothing herein shall be construed to prohibit the distribution of noncommercial handbills, cards, leaflets, or other literature on sidewalks.
