§ 72.63 GATHERING AT SCENE OF ACCIDENT.
   (A)   It shall be unlawful for drivers of vehicles to proceed to the scene of an accident or other emergency so as to interfere with the progress of vehicles of the police or other city department proceeding thereto; or to stop or park vehicles in the vicinity thereof, or for pedestrians to gather or assemble, so as to interfere with or impede police officers or other persons in performing their duties or in rendering proper service at the scene of the accident or other emergency or for the purpose of advertising or offering any service for hire; or for any person thereat to solicit gainful employment of any nature, or otherwise interfere with or impede traffic upon the streets or in the proper and efficient rendition of service to persons or property involved in, or affected by, such accident; provided that this section shall not be construed as applying to ambulances, clergymen, physicians and their vehicles, vehicles of a public utility company, or commercial vehicles that are responding to an express request from one of the parties involved in the accident or in response to a request from the police department.
   (B)   Any violation of this section shall be punishable by a fine of not less than $2 nor more than $100 and costs.
